Why Packaging Safety of Cannabis Products Matters

As cannabis legalization continues to expand across the United States and globally, the cannabis industry has experienced rapid growth in the production and commercialization of edibles, oils, vape cartridges, tinctures, concentrates, and infused beverages. While much scientific attention has focused on the therapeutic potential of cannabis, an equally important public health concern has emerged surrounding the packaging safety of cannabis products.

Issues involving inaccurate labeling, youth-appealing packaging, accidental pediatric exposure, contamination prevention, and inconsistent regulatory oversight have become central topics in cannabis policy and healthcare discussions.

Accidental Ingestion

One of the primary concerns associated with cannabis packaging is accidental ingestion by children. Cannabis edibles often resemble common snacks and candies, including gummies, chocolates, cookies, and beverages, making them particularly attractive to minors.

Tsutaoka et al. (2018) emphasized that edible cannabis products packaged similarly to commercial candy products increase the likelihood of accidental pediatric exposure. Young children may be unable to distinguish cannabis-infused products from regular food items, especially when packaging contains bright colors, cartoon imagery, or imitation branding.

These accidental exposures can lead to severe intoxication, respiratory depression, impaired coordination, and emergency medical treatment in children.

Copycat Packaging

The growing popularity of “copycat” cannabis packaging has intensified concerns among public health researchers. Cooper and Shi (2025) examined how cannabis edible packaging designed to mimic popular snack brands may increase consumer confusion and youth appeal.

Their findings demonstrated that packaging closely resembling familiar candy or snack products significantly increased recognition and attractiveness among younger populations. 

This type of marketing raises ethical and regulatory concerns because adolescents are particularly vulnerable to appealing packaging designs and may underestimate the risks associated with cannabis consumption.

Child-Resistant Packaging

To address these concerns, many states have implemented child-resistant packaging regulations modeled after pharmaceutical safety standards.

According to the California Department of Cannabis Control (2023), cannabis packaging must often comply with Poison Prevention Packaging Act requirements, ensuring that products are difficult for children under five years of age to open. Child-resistant packaging may include resealable containers, locking lids, opaque materials, and tamper-evident seals. These safety measures are intended to reduce accidental exposures while improving consumer confidence in cannabis product safety.

Labeling Accuracy and Dosing Concerns

Another critical issue in cannabis packaging safety is labeling accuracy. Consumers rely on packaging labels to determine cannabinoid potency, serving sizes, dosage recommendations, and product ingredients.

However, scientific studies have repeatedly identified inconsistencies between labeled and actual cannabinoid concentrations in cannabis products. Vandrey et al. (2015) found substantial inaccuracies in edible cannabis product labeling, with many products containing significantly more or less tetrahydrocannabinol (THC) than advertised. Similarly, Doggett et al. (2024) reported inconsistencies in oral cannabis oil labeling in Ontario, Canada, raising concerns about dosage predictability and consumer safety.

Label inaccuracies pose serious health risks because improper dosing may lead to unintentional overconsumption, particularly among inexperienced users. Cannabis products, regardless of the route of administration, can be overconsumed if users are unaware of the dose or consume additional amounts before the full effects are felt. Edible products present a particular challenge because their delayed onset may encourage consumers to ingest additional servings prematurely.

Excessive THC consumption can result in anxiety, paranoia, impaired cognition, and nausea. Goodman and Hammond (2022) also found that many cannabis consumers lacked sufficient knowledge regarding THC and cannabidiol (CBD) concentrations, further emphasizing the importance of clear and standardized labeling practices.

Contamination Prevention

Beyond dosing concerns, cannabis packaging also plays an important role in contamination prevention and product quality control.

MacCallum et al. (2023) highlighted the need for rigorous packaging standards to protect products from microbial contamination, heavy metals, pesticides, and environmental degradation. Improper packaging may compromise product stability and potency, especially for oils and edible products exposed to heat, moisture, or light. Tamper-evident packaging and standardized storage recommendations are therefore essential components of cannabis product safety.

Risk Awareness and Education

Public health experts additionally argue that cannabis packaging should prioritize educational communication and risk awareness. Warning labels regarding delayed edible onset, impaired driving, pregnancy risks, and psychiatric side effects are increasingly being incorporated into cannabis regulations.

However, the effectiveness of these warnings depends on their readability, as attempting to include too many warnings on small packages can result in excessively small font sizes that consumers may overlook or find difficult to read. Moffat et al. (2022) described cannabis packaging as a “communicative object,” emphasizing that packaging serves not only as a marketing tool but also as an important medium for public health messaging and harm reduction strategies.

Inconsistency Across Jurisdictions

Despite improvements in state-level regulation, cannabis packaging standards remain inconsistent across jurisdictions because cannabis, until recently, has been federally illegal in the United States.

Some states require universal THC warning symbols, child-resistant resealable packaging, and strict advertising limitations, while others maintain less restrictive standards. This lack of national standardization creates confusion for consumers and manufacturers alike.

Blumenberg et al. (2022) noted that inconsistent packaging regulations may contribute to products that continue to appeal to children and adolescents despite efforts to restrict youth-targeted marketing.

Evolution of the Cannabis Industry

As the cannabis industry continues to evolve, packaging safety will remain a critical component of consumer protection and public health policy.

Effective cannabis packaging must balance product accessibility for adults with safety protections for vulnerable populations, particularly children. 

Standardized labeling, child-resistant designs, contamination prevention measures, and scientifically informed regulations are essential for reducing harm and promoting responsible cannabis consumption.

Ultimately, the future of cannabis packaging safety will likely depend on stronger federal oversight, continued scientific research, and collaboration between policymakers, healthcare professionals, toxicologists, and cannabis manufacturers.

As evidence surrounding cannabis therapeutics expands, ensuring safe packaging practices will be equally important in protecting public health and supporting responsible industry growth.
