Sabrina Noah

Sabrina Noah is a government affairs executive, land use expert and corporate advisor with over two decades of experience in nascent industries. 

After personal experience with cancer affected her family in 2013, she pivoted into cannabis policy, later working at early corporate pioneers Moxie and Cresco Labs to help expand patient access. 

Sabrina has played instrumental roles in the successful passage of medical and adult-use cannabis legislation in 12 states across 10 legislative cycles. She also led application teams which secured first-round commercial cannabis licensing in Arizona, California, Nevada, Ohio, Pennsylvania, and Utah. 

During her tenure at Moxie and Cresco, Sabrina directed comprehensive government affairs strategies across all 50 states with a team of 12, directly engaging with Federal Executive, Legislative, and Administrative branches across the 117th, 118th, and 119th Congress. She is a founding member of the Coalition for Cannabis Scheduling Reform (CCSR) and serves on the board of the American Trade Association for Cannabis & Hemp.

Currently, as Principal at NRM Consulting, she guides cannabis, digital asset, and wellness technology companies through complex regulatory landscapes while advocating for patient-focused healthcare innovation.
