Hemp Regulation: Full Spectrum vs. Broad Spectrum

Due to recent debate about hemp product regulation, there has been renewed interest in products labelled as “full spectrum” vs. “broad spectrum”. In this article, we will define these terms and explore their medical safety and utility.

Definitions

Full spectrum products contain CBD plus all or nearly all of the naturally occurring plant compounds from the source material, including up to about 0.3% delta‑9‑THC, minor cannabinoids (like CBG, CBC, CBN), terpenes, and flavonoids. This is often described as a “whole‑plant” extract in which THC is intentionally preserved to support potential “entourage” effects, where multiple compounds may work together to modify efficacy and side‑effect profile.

Broad spectrum products are extracts that aim to retain multiple cannabinoids and terpenes but have had detectable THC removed (usually by further purifying a full‑spectrum extract or by adding selected minor cannabinoids and terpenes to CBD isolate).

These products are typically marketed as “THC‑free” or “non‑detectable THC” while still being more complex than pure CBD isolate, though in practice the exact composition can be highly variable and is entirely process‑dependent.

So in practice, full spectrum means contains some THC (from very little to a significant amount) and broad spectrum means no THC, but some attempt to retain everything else.

The Entourage Hypothesis

Understanding the utility of these preparations requires understanding a concept often called the Entourage Effect, or more reasonably the Entourage Hypothesis.

As mentioned above, it is the idea that the various component molecules derived from cannabis or hemp function in conjunction to create an effect that is different from the mere sum of its parts.

The problem here is that this hypothesis is far from proven, yet is spoken about as gospel. There is some evidence to support this idea: for example, it is known that CBD binds allosterically to the CBR to modulate the response to THC binding. However, that’s as far as we can go. There are no data to demonstrate that other cannabinoids or other components function to modulate THC or any other active agent from cannabis.

This is relevant and important because there is a marketing message that full spectrum and broad spectrum products are better medicines than isolated components or products that might contain a select few agents (like a pharmaceutical preparation). This is simply not supported by data at this time.

Safety Issues

Much of the discussion at present about regulating hemp products focuses on the intoxicating elements or derivatives, and overlooks the rest of the cannabinoids and other chemicals.

We have written on this topic at great length – focusing on intoxication misses the big picture. Intoxication is generally, in a well-planned medical regimen, a minor side effect.

However, the long-term safety of CBD and other components is unknown.

If these products are being touted as having medical benefits, then regulation should require reasonable scientific study to ensure that they are safe.

Key clinical issues are:

  • Label terms like “full spectrum” and “broad spectrum” are largely marketing categories rather than rigorously defined pharmacologic classes, and are not standardized or well‑regulated.
  • The actual therapeutic utility depends on whether THC is present in a clinically meaningful amount, as well as accurate assay of contents, reproducible batch‑to‑batch composition, appropriate dose, route, and titration.
  • Products labelled as broad spectrum, in the absence of THC, have yet to show any medical efficacy, and the safety of the components themselves has not yet been demonstrated.
  • For medical indications, self-directed use of hemp‑market preparations (whether unregulated at present or under any future regulation) is viewed as suboptimal compared with properly dosed, lab‑verified, physician‑managed cannabis‑based therapies.

In practical terms, full spectrum products which contain THC and are regulated for safety, whether from cannabis or hemp, are likely to have utility for medical treatment.

On the other hand, broad spectrum products that do not contain THC, do not have proven therapeutic benefit and therefore present only risk.

Regulation of both cannabis and hemp products should focus on safety and efficacy of those products, independent of intoxication, as non-THC components remain to be proven for either safety or efficacy.
